'Dangerous dog' concerns in Center Point after deputy shoots pit bull ...

CENTER POINT, Alabama -- Although a city ordinance bans pit bulls and other "dangerous dogs" inside city limits, recent incidents have raised concerns about the animals.

Mary Margaret Hampton on Thursday told city council members three pit bulls belonging to a neighbor entered her yard twice since January, killing her Siamese cat and a Chihuahua puppy.

"They tried to attack me," Hampton said. "They tore the gate off the porch and tried to get into my house."

On Wednesday, a Jefferson County deputy sheriff shot a pit bull that lunged at him in Center Point. The dog was one of three that chased a woman into her house, said Chief Deputy Randy Christian. Another of the dogs was captured.

After Hampton's cat was killed, the neighbor's dogs were quarantined and the owners were told they had a week to get rid of the animals or a citation would be issued, a deputy told city officials Thursday night. Despite the warning, the animals were later brought back.

Mayor Tom Henderson said that happens all too often.

"Write them a citation right then. They're illegal period," Henderson said.

Other city officials agreed.

"You have to issue the citation to get the court process started," said Council President Roger Barlow.

Council member Linda Kennemur, chairwoman of the public safety committee, said the issue would be a good topic of discussion for the next community watch meeting, being held Tuesday at 7 p.m. at City Hall.

The city Council in 2008 passed what it calls a "dangerous dog ordinance" that outlaws the keeping of pit bulls and any dogs "with a propensity, tendency or disposition to attack unprovoked" or any dog that is aggressive by nature.

I was recently asked about ?Aging in Place? remodeling. What should be planned for, how to make it work and what the heck did it mean?
Your home can adapt to you as you age, allowing you to ?age in place?. As eyesight dims a little, core balance begins to fade we may want our home to adjust to fit our new and changing realities. This is no different than being able to ?Child Proof? a home when we have toddlers or create the place where the ?kids hang out? when we have teens. Reduced mobility equals opening and turning areas large enough for wheelchairs equaling doors resized to 36? wide, hallways to 42? and turning areas in the home with a 5? clear circle, free of any obstructions. Add to this flat threshold transitions, flat exterior surfaces, non slip flooring materials, steps converted to ramps where possible, sturdy, and easy to use handrails at all remaining steps and the use of wheel chairs becomes feasible.
Finish material selections, both interior and exterior want to have ease of maintenance as a featured quality. Clad metal or fiberglass windows and doors reduce maintenance greatly on a home. Levers instead of knobs on doors, large handles cranks for window operation, paddle style electric switches and even electric door locks can make the home for easier to use. There is no reason not to lower the height of those switches to 48? to allow easier access from a wheelchair.
In the bath and kitchen thermostatic or pressure balanced faucets and shower fixtures with lever handles are readily available in all types of styles. Showers can be redesigned to allow easy roll in or at least no step ramps. Styled sturdy grab bars are useful in the shower and toilet areas. Cabinets can be designed for wheel chair use at sinks and with roll out shelves to make access easier. Using glass for cabinet fronts or even open shelving can make finding kitchen items simpler. The height of counter tops can be reset. The microwave and oven heights can be reconfigured so they are not too high or too low for access. The advent of raised step washer and dryers has lessened the burden on your back when dealing with wash loads.
As eye sight or coordination begins to falter a bit; think of adding a different color to counter top edges and stair treads. Added windows, in strategic locations in the house will provide greater day lighting to the home. Where too bright of sunlight is an issue, electric window shades and drapes are an option. There are many new lighting fixtures out today. Many feature low energy use LED and color balanced fluorescent bulbs. More lights of greater efficiency will not be adding to your electric bill. Adding lighting to closets and other storage areas can improve a home. Motion detecting lighting controls can also make your home easier to live in.
For multistoried homes getting between the floors can present a challenge. Elevators are not just for estate homes anymore. Think about having stacked closets in your home to make a future elevator an easy installation. Laundry chutes and dumbwaiters are inexpensive ways to get typical work loads through the home without lugging items up and down stairs.

Personal Computer Just Got Way More Literal With - Geekosystem

Do you know what the Singularity is? It?s that apocryphal-unless-it-happens sci-fi-like event, championed by Ray Kurzweil, in which humans and machines merge and we as a species are forever transformed. None can say whether the the artificial mind and the real mind will become as one, but we?re making advances in that direction every day. Now bioengineers at Stanford University have made transistors from genetic materials in lieu of the semiconducting materials normally used. A nice big step toward Singularity.?Biological computers!

It starts with the transistor, the primary building block of the digital world and the reason we have cars, phones, and video games.

Published in Science, this new development?is the work of postdoctoral scholar of bioengineering?Jerome Bonnet and his team. They?re calling their bio-transistors ?transcriptors,? and they?re made from DNA and RNA. ?Transcriptors are the key component behind amplifying genetic logic,? says Bonnet.

This means engineers can compute inside living cells, giving them the ability to monitor what goes on around them or even toggle on and off cell reproduction. Transcriptors determine the flow of a specific protein or RNA polymerase (RNA-producing enzymes) in a strand of DNA, like electrons through a wire.

In electrical engineering, there is something called a logic-gate, another of the building blocks of a computer, which uses Boolean logic ? a system of 1s and 0s which represent on or off, open, or closed. Bonnet?s paper says their transcriptors have their own biological version, which they?re calling ?Boolean Integrase Logic? (?BIL gates? for short), and these are the third and final component of a complete biological computer.

So what?s the use of logic? Bonnet said the possibilities for logic are as endless in a biological setting as in electronics:

?You could test whether a given cell had been exposed to any number of external stimuli ? the presence of glucose and caffeine, for instance. BIL gates would allow you to make that determination and to store that information so you could easily identify those which had been exposed and which had not.?

The team used very specific enzyme combinations to control the flow of enzymes through DNA. ?The choice of enzymes is important,? he went on to say. ?We have been careful to select enzymes that function in bacteria, fungi, plants and animals, so that bio-computers can be engineered within a variety of organisms.?

As a fan of fungi, that?s intriguing to me! Computer toadstools are hopefully the future. Maybe.

But seriously, the application of this technology is wide open and Bonnet is happy to share his team?s work with the public:

?Most biotechnology has not yet been imagined. Let alone made true. By freely sharing important basic tools everyone can work better together.?

All right, so there won?t be any synthetic people walking around anytime soon, but it may not be too long before bio-computers can keep an eye on our insides and make sure we?re doing all right. How thoughtful!

Details of the charges will be made public later on Friday. A spokesman for the SAC was not immediately available for comment.

Barry Berke, attorney for Steinberg, told CNBC that the former SAC portfolio manager had done "absolutely nothing wrong".

"At all times, his trading decisions were based on detailed analysis as well as information he understood had been properly obtained through the types of channels that institutional investors rely upon on a daily basis. Caught in the crossfire of aggressive investigations of others, there is no basis for even the slightest blemish on his spotless reputation," he said in a statement.

Steinberg, 40, is the most senior SAC Capital Advisors employee to be charged in the U.S. government's probe into how hedge funds may use illegally obtained information to trade. Including Steinberg, nine people have been either charged or implicated with wrongful trading while they were employed at the Stamford, Connecticut-headquartered SAC.

Steinberg's arrest had been widely expected after Jon Horvath, a former SAC analyst who worked closely with him, pleaded guilty last year to using illegally obtained information to trade in Dell and Nvidia Corp. Horvath has been cooperating with the government and had implicated Steinberg.

SAC Capital suspended Steinberg from his post in October 2012, and he has been moving among several hotels in New York City in recent weeks, according to Reuters sources, as he wanted to avoid being arrested at his Upper East Side home where he lives with his wife and two children.

The arrest comes two weeks after SAC agreed to pay a record $616 million to the U.S. Securities and Exchange Commission to settle civil charges of insider trading. SAC neither admitted nor denied wrongdoing at that time.

But the government made clear that that settlement did not preclude further charges.

As part of that settlement, SAC Capital agreed to pay $14 million to settle charges of improper trading in Dell, in which a former trader who reported to Steinberg had been involved.

GOP tries to zap technology gap with Democrats

WASHINGTON (AP) ? Embarrassed by how the last presidential election exposed their yesteryear technology, Republicans are turning to a younger generation of tech-savvy social media experts and software designers to improve communications with voters, predict their behavior and track opponents more vigorously.

After watching President Barack Obama win re-election with help from a technology operation unprecedented in its sophistication, GOP officials concede an urgent need for catch up.

"I think everybody realized that the party is really far behind at the moment and they're doing everything within their realistic sphere of influence to catch up," said Bret Jacobson, a partner with Red Edge, a Virginia-based digital advocacy firm that represents the Republican Governors Association, the U.S. Chamber of Commerce and the Heritage Foundation.

Democrats began using related technology years ago, giving Obama a significant advantage last fall in customizing personalized fundraising and get-out-the-vote appeals to prospective supporters. With the blessing of party leaders, a new crop of Republican-backed outside groups is developing tools to do the same in 2014 and 2016.

Alex Skatell, former digital director for the GOP's gubernatorial and Senate campaign operations, leads one new group that has been quietly testing a system that would allow Republicans to share details about millions of voters ? their personal interests, group affiliations and even where they went to school.

With no primary opponent last year, Obama's re-election team used the extra time to build a large campaign operation melding a grass-roots army of 2.2 million volunteers with groundbreaking technology to target voters. They tapped about 17 million email subscribers to raise nearly $700 million online.

Data-driven analytics enabled the campaign to run daily simulations to handicap battleground states, analyze demographic trends and test alternatives for reaching voters online.

Republican presidential nominee Mitt Romney, in contrast, had only a few months after a lengthy primary fight to try to match Obama's tech advantage. He couldn't make up the difference. Romney's technology operation was overwhelmed by the intense flow of data and temporarily crashed on Election Day.

A 100-page report on how to rebound from the 2012 election, released last week by Republican Party Chairman Reince Priebus, includes several technology recommendations.

"The president's campaign significantly changed the makeup of the national electorate and identified, persuaded and turned out low-propensity voters by unleashing a barrage of human and technological resources previously unseen in a presidential contest," the report said. "Marrying grass-roots politics with technology and analytics, they successfully contacted, persuaded and turned out their margin of victory. There are many lessons to be learned from their efforts, particularly with respect to voter contact."

Skatell, 26, is leading one new effort by Republican allies to fill the void. His team of designers, software developers and veteran Republican strategists is now testing what he calls an "almost an eHarmony for matching volunteers with persuadable voters" that would let campaigns across the country share details in real time on voter preferences, harnessing social media like Facebook and Twitter.

Other groups are working to improve the GOP's data and digital performance.

The major Republican ally, American Crossroads, which spent a combined $175 million on the last election with its sister organization, hosted private meetings last month focused on data and technology. Drawing from technology experts in Silicon Valley, the organization helped craft a series of recommendations expected to be rolled out later this year.

"A good action plan that fixes our deficiencies and identifies new opportunities can help us regain our advantage within a cycle or two," said Crossroads spokesman Jonathan Collegio.

A prominent group of Republican aides has also formed America Rising, a company that will have a companion "super" political action committee that can raise unlimited contributions without having to disclose its donors. Its purpose is to counter Democratic opposition research groups, which generated negative coverage of Romney and GOP candidates last year.

America Rising will provide video tracking, opposition research and rapid response for campaign committees, super PACs and individual candidates' campaigns but does not plan to get involved in GOP primaries. It will be led by Matt Rhoades, who served as Romney's campaign manager, and Joe Pounder, the research director for the Republican National Committee. Running its super PAC will be Tim Miller, a former RNC aide and spokesman for former GOP presidential candidate Jon Huntsman.

Romney and several Republican candidates were monitored closely by camera-toting Democratic aides during the campaign, a gap that Miller said American Rising hopes to fill on behalf of Republicans.

Brad Woodhouse, a spokesman for the Democratic National Committee, said his party has "a several years' lead on data and analytics infrastructure and we're not standing still."

Of the GOP effort, Woodhouse said, "We don't see them closing the gap anytime soon."

Director Rob Reiner says now it the time for gay marriage change

Meathead says even his bigoted, cantankerous father-in-law Archie Bunker would be on the side of gay marriage if the sitcom All in the Family were still on the air today.

?Oh absolutely, and I think we'd be screaming at each other pretty good,? says actor and film director Rob Reiner, who played the role of Michael "Meathead" Stivic. ?I would think Archie would be convinced if one of his friends or one of his daughters, not the daughter I was married to, but if he had a child who was gay, I think he might be convinced, yes.?

Reiner spoke to Top Line on the steps of the Supreme Court after the Court heard oral arguments on the case weighing California?s Proposition 8, a ballot initiative that defines marriage as between a man and a woman.

Reiner has been a key player in fighting Proposition 8 ever since it passed in the 2008 election. He co-founded the American Foundation for Equal Rights, the group that has steered the legal battle against the ballot initiative all the way to the nation?s highest court.

Reiner, who characterizes gay rights as ?the last civil rights issue of our time,? says gay marriage is a constitutional right.

?When it comes to a civil right, it is not up to an individual to decide who should and should not have a civil right,? says Reiner. ?If that were the case, you might still have slavery; you might still have women not able to vote. These are fundamental rights that need to be looked at in terms of our Constitution.?

Reiner says the tide of public opinion has shifted since the initial passage of Proposition 8, pointing to a recent ABC News/Washington Post poll that shows 58 percent of Americans believe gay couples should be allowed to marry?a dramatic rise from 32 percent in 2004.

"We were definitely hitting critical mass and the handwriting is on the wall, we're not going to turn back now," says Reiner.

Reiner believes that one of the contributing factors to the public?s rapid evolution on gay marriage is related to personal connections to gay people.

?There?s nobody, nobody in this country that doesn't have either a gay family member, a gay friend, a gay colleague in the workplace, and once you understand what's at stake here you start shifting your attitudes,? says Reiner.

Cyberattack on anti-spam group has ripple effects

LONDON (AP) ? An Internet watchdog group responsible for keeping ads for counterfeit Viagra and bogus weight-loss pills out of inboxes around the world has been hit by a huge cyberattack, a crushing electronic onslaught that one expert said had already had ripple effects across the Web.

Spam-fighting organization Spamhaus said Wednesday that it had been buffeted by a massive denial-of-service attack since mid-March, apparently from groups angry at being blacklisted by the Geneva-based group.

"It is a small miracle that we're still online," Spamhaus researcher Vincent Hanna said in an interview.

Denial-of-service attacks work by overwhelming target servers with traffic ? like hundreds of letters being jammed through a mail slot at the same time. In a blog post, San Francisco-based CloudFlare, Inc. said the attackers were taking advantage of weaknesses in the Internet's infrastructure to trick servers from across the Internet into routing billions of bits of junk traffic to Spamhaus every second.

The attack could be bad news for email users, many of whose incoming messages are checked against Spamhaus's widely used and constantly updated blacklists.

Hanna said that his site had so far managed to stay on top of the spammers, but warned that being knocked offline could give them an opening to step up their mailings.

The sheer size of the attack has already affected Internet users elsewhere, according to Patrick Gilmore of Akamai Technologies.

He explained that colleagues at other Internet service providers had been in touch to say their services were affected by the attack. He declined to identify them ? saying they had shared the information on a confidential basis ? but said problems include sluggish access and dropped connections.

Thousands of Amazon S3 data stores left unsecured due to misconfiguration

Will Vandevanter, of Help Net Security, made a rather disturbing discovery: thousands of Amazon S3 data "buckets" were improperly configured and left exposed to prying eyes. Vandevanter started his probe by generating URLs using the names of major companies and sites that use Amazon's cloud storage service. In the end he uncovered 12,328 of the so-called buckets -- 1,951 of which were visible to the public. Those folders were home to some 126 billion files that contain everything from personal data hosted by a social networking service, sales records, video game source code and even unencrypted backups of databases. By default, S3 accounts are set to private, which means these stores of potentially sensitive data had to be flipped to public manually -- most likely by accident. Amazon has responded to the discovery by alerting users who might have inadvertently made their files publicly accessible. Congressman wants to telecommute

For the second time, a member of Congress is proposing rule changes that would let lawmakers telecommute to Washington and pass laws without meeting face to face. But is that in the best interests of voters?

Joint_Session_of_CongressThe idea of a ?virtual Congress? isn?t new and isn?t likely to get a lot of support in the current Congress, but it does raise some interesting issues.

New Mexico Representative Steve Pearce introduced the idea back in November 2010. His latest resolution argues that that a remote Congress is better for citizens, because it puts elected representatives closer to constituents.

Pearce?s resolution ?directs the Committee on House Administration to establish procedures and rules for the consideration of legislation by Members of Congress in a virtual setting.?

In short, the House of Representatives would be able to teleconference and video conference and ?implement hearings, conduct debate, meet, and vote? under Pearce?s plan.

Pearce?s argument also states that a remote Congress would save taxpayers money by minimizing travel costs, and prevent evildoers who might disrupt the government with a terrorist attack on Capitol Hill by spreading members across the country.

In a 2010 policy document, Pearce provided more details about the plan. For starters, the House wouldn?t be 100 percent virtual, which would keep the proposal from conflicting with constitutional requirements for it to meet in person in Washington.

?Members of Congress would report to Washington for debate and votes on critical bills and bills that pass a certain threshold of spending. Other occasions that warrant they be present in person would be to attend the annual State of the Union or receive addresses by foreign heads of state and other significant events,? he said in 2010.

Article 1, Section 5, Clause 4 of the Constitution requires that if the House or Senate wants to meet in session outside of the Capitol, it needs permission from the other chamber.

The 20th Amendment also requires that Congress ?shall assemble at least once in every year, and such meeting shall begin at noon on the 3d day of January, unless they shall by law appoint a different day.?

Pearce also states that a remote Congress would insulate members from lobbyists in Washington, and make representatives directly responsible to voters.

?Regular, everyday citizens have little-to-no-input as legislation moves through the subcommittees, full committees or floor debate. That is a problem that needs resolution,? Pearce said in 2010.

Last week, he told The Hill that ?Keeping legislators closer to the people we represent would pull back Washington?s curtain and allow constituents to see and feel, first-hand, their government at work.?

However, critics of the current Congress and its underachieving predecessor point to the constant travel to and from Washington by politicians as a leading cause of gridlock.

Labeled ?The Commuter Congress,? most lawmakers use long weekends to travel home and see family members and constituents. Business on Capitol Hill is often limited to three or four days a week.

For example, in the current calendar for the 113th Congress, the House meets four days a week for 26 weeks in the year; its members are never scheduled to work a five-day week. The House will work on 14 Fridays, out of 52, this year.

Former Senate leaders Trent Lott and Tom Daschle have talked about the lack of personal contact outside of work between Congress members as a direct factor in political gridlock.

?I know many times I would look up on TV and I would see somebody and then the name would come up and it would say ?member of Congress? and I?d go ?I don?t even know who that is,?? former congressman Connie Mack told CNN in January 2013.

A 2011 Newsweek article recounted some tales from prior sessions of Congress, where politicians and their families spent a lot of time with each other outside of the Capitol?and regardless of political affiliation.

?Real legislating?the compromises and deal making that distinguish politics from posturing?happens only among people who know and respect each other,? said author Lisa Miller.

Miller also pointed out two other realities: Some politicians don?t want to be seen as part of the Washington establishment, and it?s easier for congressional members to raise election funds at home.

Back in 1787, when the Constitutional Convention met in Philadelphia, much compromise was achieved when the delegates met socially after their contentious sessions inside what is now known as Independence Hall. Many also stayed in the same rooming houses. The resulting document was the U.S. Constitution, which set up Congress along with other essential institutions of government.

Contrary to convention, vegetation, when well-maintained, can lower the rates of certain types of crime, such as aggravated assault, robbery and burglary, in cities, according to a Temple University study, "Does vegetation encourage or suppress urban crime? Evidence from Philadelphia, PA," published in the journal, Landscape and Urban Planning.

"There is a longstanding principle, particularly in urban planning, that you don't want a high level of vegetation, because it abets crime by either shielding the criminal activity or allowing the criminal to escape," said Jeremy Mennis, associate professor of geography and urban studies at Temple. "Well-maintained greenery, however, can have a suppressive effect on crime."

After establishing controls for other key socioeconomic factors related to crime, such as poverty, educational attainment and population density, Mennis, along with environmental studies major Mary Wolfe, examined socioeconomic, crime and vegetation data, the latter from satellite imagery.

They found that the presence of grass, trees and shrubs is associated with lower crime rates in Philadelphia, particularly for robberies and assaults.

The authors surmise this deterrent effect is rooted in the fact that maintained greenery encourages social interaction and community supervision of public spaces, as well the calming effect that vegetated landscapes may impart, thus reducing psychological precursors to violent acts. They offer their findings and related work as evidence for urban planners to use when designing crime prevention strategies, especially important in an age when sustainability is valued.

Mennis said rather than decreasing vegetation as a crime deterrent, their study provides evidence that cities should be exploring increasing maintained green spaces.

"Increasing vegetation, supporting sustainability they are a nice complement to so many city initiatives beyond increasing aesthetics and improving the environment," he said.

"Reducing stormwater runoff, improving quality of life, reducing crime all of these objectives are furthered by increasing well-managed vegetation within the city."

Karl Rove predicts next GOP president could be pro-gay marriage

The next Republican presidential candidate could very well be in favor of same-sex marriage, said GOP strategist Karl Rove, during an interview on ABC.

Mr. Rove was responding to a question from ?This Week? host George Stephanopoulos: ?Can you imagine the next presidential campaign a Republican candidate saying flat out, ?I am for gay marriage?? ?

Mr. Rove: ?I could,? he said.

Top Republican contenders for 2016 include Sen. Rand Paul ? who just won The Washington Times-CPAC straw poll ? and Sen. Marco Rubio.

During an interview with Fox News, Mr. Paul said over the weekend that gay marriage was ?really a complicated issue? that ?the states have the right to decide.? He also added: ?I do believe in traditional marriage. Kentucky?s decided it, and I don?t think the federal government should tell us otherwise. There are states that have decided in the opposite direction, and I don?t think the federal government should tell anybody or any state government how they should decide this.?

USA Today quoted Mr. Rubio?s staffers in June 2012 as saying the senator ?believes that the union of one man and one woman is the ideal setting to raise a strong family and why our laws should recognized the institution of marriage as a union of one man and one woman.? The story also quoted Mr. Rubio in previous interviews as calling characterizing the gay marriage debate ?about what society should tolerate, and what society should allow our laws to be.?

With more than 200 million active users on Twitter, it can be difficult to track down the most insightful voices on international news and politics.

The Monitor?s International section recommends two users, Joshua Foust and C. Christine Fair, for those who want critical perspectives on what's going on in the world.

Mr. Foust is an analyst who focuses on international security and intelligence issues. He contributes to PBS and The Atlantic, among other publications.

On Twitter, Foust is constantly engaged in conversations about international security, especially in relation to Asia. He not only tweets?blog posts, but also weighs in on issues addressed in other articles to more than 10,000 followers.

Asia editor Jenna Fisher (@AsiaJenna)?says Foust often has solid insight on Afghanistan and Central Asia.

?He retweets thoughtful articles and is an active, critical thinker on all things counterterrorism and foreign policy,? she says.

Ms. Fair, an assistant professor at Georgetown University?s Center for Peace and Security Studies, offers her thoughts on South Asian political and military affairs. She has also worked as a senior political scientist with the RAND Corporation, a political officer to the U.N. Assistance Mission to Afghanistan in Kabul, and as a senior research associate in the United States Institute of Peace?s Center for Conflict Analysis and Prevention, according to the university website.

Fair has more than 11,000 followers on Twitter. She tweets mainly about South Asian politics and military issues, but she also offers insight on gun control and women?s rights in the US military. Occasionally, you?ll find a few food- or pet-related tweets too.

?At a time when political and military affairs in South Asia can feel cryptic, she raises a lot of good questions and helps peel back the layers of what?s happening,? Ms. Fisher says.
